- Orbital will manage the consortium and develop the communication link among UAVs and the ground station, as well as coordinating the global design and integration of the system.

CEIT-IK4 (CENTRO DE ESTUDIOS E INVESTIGACIONES TECNICAS - Spain)
CEIT is a private multidisciplinary non-profit research centre closely connected to TECNUN, the Faculty of Engineering of the University of Navarra (Spain) and member of IK4 Alliance. Its mission is to provide the industry with services through the development of technical research projects and to form young researchers and PhD students. Delft Dynamics B.V. (DD) is an innovative, high tech company founded in The Netherlands in February 2006 by four MSc’s graduated from Aerospace Engineering in Delft. The company is specialized in developing and building robot helicopter systems: small unmanned helicopters that can be used as stable, easy to control sensor‐platforms. This is accomplished by combining computer and sensor technology in a smart way. DD has more than 9 years of experience in the development and manufacturing of unmanned robot helicopters. DD has provided UAS (Unmanned Aircraft System) engineering services to third parties, and has developed and manufactured several types of robot helicopters (RH2 'Stern', RH3 ‘Swift’ and RH4 'Spyder').
NavPos Systems GmbH (Germany)
NavPos Systems GmbH (NavPos) was founded in 1997 as an independent private company, NavPos Systems develops software and systems for satellite navigation applications. The company became a GmbH in 2002 with its registered trade office in Uhldingen-Mühlhofen, Germany. Further office facilities are located in the industrial park in Salem, Germany both located near Lake Constance, Germany. Founder, owner and managing director is Mrs. Eduarda Blomenhofer.
The company activities started with the development and commercialization of software for the performance prediction and simulation of satellite navigation systems for safety critical applications with special emphasis on the civil aviation. Meanwhile NavPos activities include not only software but also system development with the purpose of performance prediction, monitoring and data post-processing of Global Navigation Satellite Systems. NavPos customers are civil aviation authorities, companies and organizations working on GNSS systems and services definition and deployment as well as users of GNSS systems and its augmentations in several application fields.

The Main School of Fire Sevice (MSFS) is an academic facility of state services subordinate to the Minister of Internal Affairs. It educates the firefighters of the State Fire Service, officers of other services and guards, subordinate to the Minister of the Internal Affairs. MSFS also trains civilians.
At the same time MSFS also enjoys the status of organisational unit of the State Fire Service operating on the basis of the Act on the State Fire Service of 24 August 1991.
According to the Act on the State Fire Service, the School provides cadet officers with the opportunity to serve as trainees in the School Rescue and Firefighting Unit.
The School's mission is to train the most highly qualified staff in the following areas: natural disasters and social threats assessment, as well as life, health, property, and other values protection against those hazards. MSFS also aims at focusing on patriotic values, dedication to public service and respect for discipline in work and duties.
